PicRecast provides browser-based tools for processing existing images. PicRecast is operated by an independent developer based in China.
Acceptance
By accessing or using PicRecast, you agree to these terms and applicable laws. Do not use the service if you do not agree.
The service
The currently available tools convert, resize, and compress individual existing images locally in compatible browsers. Users must have the rights needed for every file they process. Features marked planned, including batch workflows, paid plans, and provider-backed AI Recast, are not part of the available service.
Accounts
Current local tools do not require an account. If accounts are enabled later, users must provide accurate information, protect access credentials, and be legally able to accept these terms.
Subscription and billing
No paid plan or checkout is active at this stage. Pricing, quotas, renewal, cancellation, payment processing, and refund terms must be published and accepted before billing is enabled.
Disclaimers
Use copies of important files and verify outputs. Conversion and resize can change quality, color, transparency, dimensions, and metadata. HEIC/browser support, HDR tone mapping, animation rejection, and strict SVG resource limits can affect compatibility. The service is provided as available; the final reviewed terms will define lawful liability limits before launch.
Prohibited uses
Do not use PicRecast to violate law or others' rights, process content you are not authorized to use, distribute malware, evade safety limits, attack the service, or misrepresent generated outputs.
Termination
Access may be restricted for abuse, security threats, or legal requirements. Account suspension, termination, export, and deletion procedures will be finalized before accounts are publicly offered.
Governing law
These terms are governed by the laws of the People's Republic of China, excluding Hong Kong SAR, Macao SAR, and Taiwan. Disputes shall be submitted to a court with jurisdiction at the operator's place of residence. Mandatory consumer protections that cannot lawfully be excluded in the user's location remain unaffected.
Changes to these terms
These terms took effect on the date of the first official Production Noindex launch. Material updates will be posted with an effective date and, when appropriate, communicated before taking effect. Continued use after an effective update constitutes acceptance where permitted by law.

A public support address is configured but remains unpublished until inbound delivery is verified. This does not block the Noindex release.
